this datapack changes the vanilla fishing loot chances like the table below

and in 1.16+ versions mojand added conditions. to catch treasure you need to fish in open waters and i removed it too.
Works from 1.13 → 1.21+ (includes both loot_tables/ and loot_table/ paths).

How to Install Fair Fishing Loot (Datapack)
Fair Fishing Loot by Runterya is verified for Datapack, Fabric, Forge, Neoforge, Quilt across Minecraft versions 1.13, 1.13.1, 1.13.2, 1.14, 1.14-pre1, 1.14-pre2, 1.14-pre3, 1.14-pre4 (latest release: 1+mod, file size: 1.9 MB). Follow the steps below to install it safely from ModCraft.tv:
- Click the Download button above and select your Minecraft version (1.13, 1.13.1, 1.13.2, 1.14, 1.14-pre1, 1.14-pre2, 1.14-pre3, 1.14-pre4) and platform (Datapack, Fabric, Forge, Neoforge, Quilt).
- Make sure you have the compatible loader or environment installed for Datapack, Fabric, Forge, Neoforge, Quilt.
- Move the downloaded Fair Fishing Loot file into your Minecraft
.minecraft/saves/<world>/datapacksfolder and launch the game.
