Tooltip Scroll
Description
Tooltips are now scrollable. With highly-customisable keybinds and settings, you can move tooltips anywhere on or off the screen.
Movement
Using the mouse-wheel, keybinds, or even WASD, tooltips can be moved across the screen.
Smoothness
Setting a smoothness value lower than 1 will create a gliding visual effect.
Extras
To adjust the settings modmenu and cloth config are required.
Alternatively any setting can be adjusted in the config/tooltipscroll.json file in your Minecraft profile.

- This is a compatibility fix for when other mods call the Renderer to draw an empty tooltip.
- Implemented easily injectable functions into the Scroll Tracker, this should make it easy for other tooltip related mods to implement compatibility with this one.
