- Added support for dynamic simulation distance adjustment

- Added `max_simulation_distance` and `min_simulation_distance` global config rules
- Added `target` filed to rules (values: `VIEW` / `SIMULATION`)
- Renamed `min_view_distance` and `max_view_distance` fields in rules to `min_distance` and `max_distance`
