Added a new command `/tune <pos> <note>`.
Removed `ScreenHandler` and `HandledScreen` registration to keep this mod optional for client-side.
Removed `/blocktuner` command. This means that you are unable to turn BlockTuner off for now, sorry for the inconvenience.
