1. Added the configuration item `loserProtectionRate` (range: 1.0-0.0). When enabled, the points deducted from the loser will be `Elo * loserProtectionRate`.
2. Removed the legitimate account verification in cross-server matchmaking.
3. Upgraded Kotlin to version 1.13.8 + kotlin.2.3.0.
4. Fix some known issues.
