- Adds Gamerule to allow carpets to float
- Only applies to having a block under. This won't allow you to place them in the air still (it was being weird when I tried to allow this)
- Adds a command to change the gamerule without enabling cheats/commands (`/allowFloatingCarpets true/false`)
